Because of the proposed widening of US Highway Route 1, demographic changes, on-going visual blight, and a shift in buying power from the Route 1 corridor, Prince William County decided it must create a new vision for the Route 1 corridor in the county. 

The Urban Land Institute (ULI) was contracted to examine the full economic potential of the corridor. Projects recommended within the Urban Land Institute Report include designs and identification of gateway entrance features and selected retail nodes; proposals for east/west intersecting road upgrades; designs for an Eco-Tourism program; identification and provision of land and buildings for new economic development prospects, and development of promotional material. The Board of County Supervisors accepted ULI's work, and decided to craft a specific revitalization plan for the area.

The Board of County Supervisors, on Nov. 18, 2003, approved Potomac Communities as a revitalization plan for the Route 1 corridor. The plan includes recommendations to encourage the redevelopment of strip commercial and the development of employment opportunities and higher density residential uses.
